About ACCSM

The Association of Southeast Asian Nations, commonly abbreviated ASEAN, was formed on August 8, 1967 by Indonesia, Malaysia, The Philippines, Singapore and Thailand. Since then, membership had expanded to include Brunei Darussalam, Myanmar, Lao PDR and Vietnam. Its aims include the acceleration of economic growth, socio-cultural development, protection of the peace and stability, and provide opportunities for all member countries. In term of socio-cultural development introduced the cooperation mechanism among member countries to enhance the cooperation in the public administration and policy matters. In The Second of ASEAN Standing Committe  Meeting was established ASEAN Conference on Reforms in the Civil Service (ACRCS) in 1980. However,  ASEAN Conference on Reforms in the Civil Service (ACRCS) has been changed to ASEAN Conferences on Civil service Matters (ACCSM) in 1987 in which focused on enhancing regional cooperation for effective and efficient civil service system and good governance.

 

AIMS AND PURPOSES

 

The aims and purposes of ASEAN Conferences on Civil Service Matters (ACCSM) are to exchange information, experiences and best practices in the civil service human resource matters  in order to accelerate the socio-cultural development  in the region through joint endeavours in the spirit of equality and partnership in order to strengthen cooperation in civil service matter.

The ACCSM Mission Statement adopted in 1999 serves to guide its actions and decisions and reflect the shared interest of ASEAN Member Countries as follows:

The ACCSM seeks to develop effective, capable, accountable and responsive civil service in ASEAN through;

·Strengthening of existing mechanisms for networking, mutual learning and sharing of experiences among members;

·Promotion and facilitation of exchange of best practices and other public management innovations by enhancing the role of ASEAN Resource Centres as providers of expertise in their respective areas of competencies; and

·Establishment of supporting initiatives to help ASEAN Civil Services develop and adopt cutting-edge practices.

 

The ASEAN Resource Center (ARC) in each ASEAN Member Country provides the expertise in different areas as follow;

1. Brunei Darussalam has expertise in Managing New Technologies

2. Cambodia has expertise in Capacity Development of Civil Servants

3. Indonesia has expertise in Information Exchange (ARCIE)

4. Lao PDR has expertise in Civil Service Performance Management

5. Malaysia has expertise in Case Study

6. Myanmar has expertise in Training of Trainers for Civil Service

7. Philippines has expertise in Testing

8. Singapore has expertise in Management Innovation

9. Thailand has expertise in Leadership Development

10. Viet Nam has expertise in Personnal Management
